In a contentious vote held on 7 December, the European Parliament’s transport committee (TRAN) adopted with a majority of one its position on proposals to reform driving licence rules in the European Union. Among the many amendments, we welcome that the TRAN Committee:
- requests Member States to issue both mobile and physical driving licence and to make sure citizens can choose the format they wish;
- deletes the provision proposing to limit the administrative validity of the Driving Licence Directive from the age of 70;
- deletes the reference to “ageing-linked behavioural” under mental impairments of Annex III.
Notwithstanding this key step, it is important to highlight that the European Parliament should hold a plenary vote on this report in February at the latest. Then the final shape of the revised EU Driving Licence Directive will need to be negotiated by Members of the European Parliament, together with EU Transport Ministers and the European Commission to make sure it is adopted before June’s elections.
